Veja Err:6 acima. Eu tentei fazer um ppa-purge:
sudo ppa-purge ppa:shutter/ppa

Aparentemente estou fazendo algo errado, mas não sei o que é. Qualquer sugestão será apreciada.

O destino do seu ppa-purgecomando é inválido.
O PPA problemático é ppa:shutter/ppa.
Para removê-lo, use:
sudo ppa-purge ppa:shutter/ppa
Supondo que não haja outros problemas, você pode atualizar seu sistema:
sudo apt update
sudo apt upgrade
