Antes de instalar o ubuntu-device-flash você deve garantir que o arquivo do universo esteja ativado. Da ajuda do Ubuntu:
Repositórios de software adicionais, como Universe e Multiverse, podem ser ativados descomentando as linhas correspondentes do apt (ou seja, exclua o '#' no início da linha). Para Universe, remova o comentário dessas linhas:
deb http://us.archive.ubuntu.com/ubuntu/ saucy universe
deb-src http://us.archive.ubuntu.com/ubuntu/ saucy universe
deb http://us.archive.ubuntu.com/ubuntu/ saucy-updates universe
deb-src http://us.archive.ubuntu.com/ubuntu/ saucy-updates universe
Você encontra as linhas apt em /etc/apt/sources.list:
sudo vim /etc/apt/sources.list
Não se esqueça de recuperar as listas de pacotes atualizadas:
sudo apt-get update
