Por enquanto, se você deseja usar o ubuntugis ppa com Ubuntu 18.04, você precisará usar oinstávelrepo, não o estável. Remova (ou comente) as entradas do repositório estável (provavelmente em /etc/apt/sources.list.d/ubuntugis-ubuntu-ppa-bionic.list) e execute o seguinte (conforme owiki do Ubuntu) :

sudo add-apt-repository ppa:ubuntugis/ubuntugis-unstable
sudo apt-get atualização

O 404erro significa que você não conseguiu se conectar ao ppa.launchpad.net.
