Erro UnicodeDecodeError ao iniciar Propriedades de Software GTK Ubuntu 18.04

Há um problema quando tento iniciar software-properties-gtk no Ubuntu 18.04. Nada acontece ao iniciar via ícone na área de trabalho, e via terminal aparece este erro:

Parece que um arquivo contém um caractere não UTF8, mas não consigo saber qual. /etc/apt/sources.list.ddiretório está vazio e /etc/apt/sources.listcontém:

EDITAR

Então, graças à sugestão de @user966203, verifiquei a saída de apt-key list.
Encontrei uma chave na qual um caractere "é" foi codificado como "\xe9"... . Eu removi com
uid [ inconnue] Jean-Marc Le Peuv\xe9\x64ic <[email protected]>
apt-key del KEYID

Tive o mesmo problema (do nada) e... Isso funcionou para mim (que encontrei em algum lugar no Google)

sudo nano /etc/apache2/envvars

e então encontre isso ...

Remova o comentário da seguinte linha para usar a localidade padrão do sistema:

. /etc/default/locale

Desculpas por não lembrar quem reconhecer
