Tente instalar a atualização mais antiga primeiro e faça uma de cada vez para ver se funciona. Tive um problema semelhante em que o Solucionador de problemas no Painel de controle não funcionou, a instalação da ferramenta de preparação para atualização do sistema para Windows 7 para sistemas baseados em x64 (KB947821) não funcionou e, finalmente, apenas instalei cada um, um de cada vez, enquanto um pé no saco realmente conseguiu as 4 atualizações que não foram instaladas para mim após a reinicialização e voltaram ao estado original para realmente serem instaladas.

Sugiro que você siga os passos abaixo:
- Desative qualquer firewall, antivírus.
- Instale manualmente a atualização de segurança do Centro de Download da Microsoft e clique em Ignorar quando a mensagem de erro for exibida. Baixe pacotes independentes dessas atualizações e instale. Baixe o pacote de atualização para Windows 7 para sistemas baseados em x64 (KB976098) agora.
- Reative o Firewall e o Antivírus assim que a atualização for instalada. Você também pode tentar redefinir os componentes do Windows Update.
Para fazer isso:
- Clique no link a seguir:http://support.microsoft.com/kb/971058
- Clique em Executar na caixa de diálogo Download de arquivo e siga as etapas no assistente Corrigir.
