Ele mostra o seguinte erro quando tento atualizar o pip ou instalar novos pacotes usando pip no cmd. Desinstalei e reinstalei o python, mas o problema ainda existe. Minha versão atual do python é 3.7.3, estou executando-a na plataforma Windows 10. Esta mensagem de erro mostra:
OSError: [Erro 9] Descritor de arquivo inválido
Como consertar isto? e o que causa esse erro.

Acho que ultimamente (últimos 3 anos ou mais) o Windows atualizou algumas configurações de segurança, talvez para lutar contra Ransomware, então o programa que escrevemos, por exemplo, programa python, só pode ler/gravar arquivos dentro de C:\Users\xxxxx\Documents pasta.
Eu costumava criar uma pasta de trabalho especial como C:\working e fazer toda a codificação por diversão, agora o programa não está mais funcionando devido a esta atualização de segurança. Movendo exatamente o mesmo programa para C:\Users\xxxxx\Documents, então ele estará funcionando como sempre.
