ISP bloqueando extensão SNI (identificador de nome de servidor) no Windows 10, mas não no Server 2016

Por curiosidade notei que meu ISP (talktalk - Reino Unido) conseguiu bloquear determinados sites pela extensão SNI, porém apenas no Windows 10. Ao tentar acessar o mesmo site no Server 2016, ele teve sucesso.

Capturei o tráfego usando o wireshark de uma VM do Windows 10 e de uma VM do Server 2016 e notei as seguintes diferenças no pacote de saudação do cliente TLS. Registrado usando FireFox, embora qualquer navegador tenha o mesmo resultado.

Alguém pode aconselhar? Parece que há uma diferença na versão inicial do TLS. Imediatamente após o cliente Windows 10, recebo um sinalizador TCP RST (Reset) de volta do IP do servidor (e é bloqueado). Isso não acontece no servidor 2016.
