Crie notificação na linha de comando no Windows 10

Tenho um script que está associado a um atalho de teclado, ao acionar o atalho, quero que apareça uma notificação confirmando que o script foi executado.

Como faço para criar uma notificação dentro de um script?

No Linux, eu costumava fazercommand && notify-send "My message"
