Quase certamente ambos os pacotes existem para CentOS8 se existirem para CentOS7, embora possam ter sido movidos ou renomeados. Possivelmente eu precisaria adicionar um repositório?

Você precisa especificar python2 ou python3... Como yum install python3-setuptoolsouyum install python2-setuptools
