Use \extrarowheightdo arraypacote.
Enquanto o olho mede a distância das palavras inferiores à regra olhando para a linha de base, quando se trata do topo, olhamos para os ascendentes. Alguma geometria fácil nos permite calcular a altura extra necessária.
