Você pode adicionar um \clearpage
logo após o sidewaystable
. É claro que isso causa uma quebra de página muito ruim antes da tabela.
Abaixo também editei um pouco a tabela, usando as regras do booktabs
pacote, e adicionei uma célula vazia no início das duas primeiras linhas do cabeçalho, para que você não tenha a primeira Scenario
e PLR model
abranja a N
coluna também.
