comando. Porém, devido ao tamanho da tabela ela não cabe na mesma página do título do Apêndice, conforme mostrado abaixo:

Tentei redefinir as margens usando newgeometry
mas não adiantou e perde o formato usado no restante do documento. Qualquer ajuda seria muito apreciada - desde já obrigado.

Aqui está mais uma solução. Ele se concentra em realmente organizar e agrupar o material na linha do cabeçalho, para tornar mais fácil para o leitor descobrir do que se tratam os números. (Aliás, acho que o cabeçalho "CPI" é muito conciso e realmente enganoso; melhor usar "Inflação do CPI", certo?)

- limpe o preâmbulo (remova todos os pacotes carregados duas vezes)
- agrupar pacotes de acordo com seus propósitos (todos os pacotes relevantes para tabelas e matemática são carregados juntos)
- use o pacote

Além disso, os cabeçalhos das colunas podem ser reorganizados comosugeridoBernard em seu primeiro exemplo e tambémMicoem sua resposta. Nesta parte do design da tabela esqueci quando "limpei" seu MWE :(. Agora também movo \label˙on the place where it should be: immediately after
a legenda`.
Termo aditivo:
O novo exemplo em comparação com o anterior redesenhou os cabeçalhos das colunas, agrupou as linhas para facilitar a leitura e tem formato semelhante ao que aprendemos no ensino fundamental, sem o uso do makecell
pacote. Para fazer exercício, se divertir e ver mais uma alternativa...
