Quero usar \chapter na classe de documento acima. Está apresentando erro dizendo "sequência de controle indefinida".

Tentei usar a classe de documento de relatório. Em \usepackage[english]{babel} está dizendo "Capacidade do TeX excedida, desculpe [tamanho da pilha de parâmetros=10000]. \usepackage[english]". Como posso alterar a classe do documento acima para poder usar \chapter, \section e tudo mais? Eu adicionei \usepakage que não funciona em algumas documentclasses?
