O ToC etc., e \chapteruse o plainestilo de página por padrão. Para obter o que deseja, você precisa alterar isso para o fancyestilo de página do ToC, etc., mas, em seguida, \chapterprecisa reverter o plainestilo de volta à sua definição original (a menos, é claro, que você queira cabeçalhos em suas \chapterpáginas, o que não gosto.
