Se você puder transformar as linhas dentro das linhas da tabela em linhas da tabela, sem que nenhuma regra horizontal seja desenhada, o longtable poderá fazer o trabalho.

Isso exige que todas as quebras de linha nas células da linha 2 sejam feitas "manualmente".
