Como evitar a sobreposição de rótulos na imagem tikz?

O código Latex abaixo é gerado por um programa C# meu. Existem três setas com um rótulo cada. O segundo rótulo se sobrepõe ao primeiro. Para resolver isso, o rótulo pode ser posicionado abaixo da seta (como a terceira seta/rótulo) ou a seta/rótulo pode ser omitida por completo.

Como posso detectar sobreposição?

Ou como posicionar o rótulo em relação ao eixo x, em vez de em relação à sua seta, como está agora (chave acima/abaixo/omitir)?

Ou como a posição do rótulo e a distância até a seta (acima = 4?) Estão relacionadas ao eixo x?

Uma maneira é:

• aos rótulos adicione fundo branco,
• escreva rótulos em setas,
• reduzir o tamanho da fonte dos rótulos
• reduzirinner ysep
