Aqui estão duas tentativas fracassadas de instalar os arquivos baixados (pelo MiKTeX) para babel-scottish. Parece girar em torno do arquivo ausente hilatex-dev.fmt, presumivelmente necessário para o XeLaTeX. A Internet parece estranhamente silenciosa se você tentar pesquisar esse arquivo, então não consigo resolver o problema dos formatos de atualização. Não parece haver o botão de atualização necessário no console MikTeX para reconstruir o banco de dados de idiomas. O que devo tentar a seguir?

Ele conhece claramente os arquivos necessários, mas parece que não consegue acessá-los. Arquivei um relatório de bug no GitHub com MikTeX.
