Quando executo este comando, não está instalando os pacotes, conforme indicado na última linha abaixo.

parece que você baixou algo no modo somente download, como

apt-get install packageName –download-only

Ele falhou, então seu apt-get -f install estava consertando. Então tente fazer seu uso normal do apt e tudo deve ficar bem
