Eu tenho uma instância do Windows Server 2012 r2 no EC2 no VPC, tenho duas interfaces de rede. O IP privado primário é mostrado nas janelas de ambos. Eu tenho um endereço IP secundário em uma das interfaces de rede. Esse IP secundário não parece estar vinculado à interface. A Interface com 10.0.0.186 também deve ter 10.0.0.254
Estou esquecendo de algo?

O endereço IP não está vinculado à sua interface. Você pode adicionar o endereço via PowerShell com isto:
New-NetIPAddress –InterfaceIndex 12 –IPAddress 10.0.0.254 -PrefixLength 24
