Fail2Ban banindo endereços que já DEVEM ser banidos

Estou executando a regra ssh-auth fail2ban padrão para banir ips com 3 ou mais tentativas de autenticação com falha em uma janela. No entanto, notei que uma determinada rede era fonte de uma quantidade desproporcional de tráfego abusivo, então decidi eliminar completamente todo o tráfego dela para receber menos alertas e potencialmente melhorar a relação sinal-ruído. Para tanto, adicionei as seguintes regras do IPTABLES:

No entanto, ainda recebo MUITOS alertas diários do fail2ban informando-me que baniu endereços da rede acima. Não consigo entender por que isso acontece; já que eu esperaria ver proibições acontecendo apenas em endereços que podem realmente entrar em contato com meu servidor. Por que isso está acontecendo?

Com base em um comentário de Tomek, percebi que estava anexando à cadeia INPUT com ansible, em vez de inserir novas regras no início.

Depois de inserir as regras, obtive o comportamento esperado.
