E quando tento matar todos os PID eles simplesmente reiniciam. Já desinstalei o servidor Ubuntu e comecei do zero. Mas ainda é o mesmo problema e sempre fico preso na etapa 10

Você precisará identificar o que está usando as portas listadas com este comando:
sudo netstat -tunlp
Depois de fazer isso, você poderá ver qual aplicativo está em conflito com as instâncias do KubeCTL.
