Você precisa gerar seus arquivos locais. Isso é feito usando o locale-gen
comando. O argumento necessário é o idioma e o conjunto de caracteres para os quais você deseja definir o sistema.
Por exemplo, se eu quiser que meu sistema use inglês (EUA) com UTF-8, eu executaria o seguinte comando.
locale-gen en_US.UTF-8
Parece que você é da Índia e pode querer administrar algo assim.
locale-gen en_IN.ISO8859-1

primeiro:
sudo apt-get purge locales
então:
sudo aptitude install locales
e o famoso:
sudo dpkg-reconfigure locales
Isso livra o sistema de localidades, depois reinstala as localidades e faz o downgrade da libc6 de 2.19 para 2.13, o que é o problema bastante provável. Em seguida, configura as localidades novamente.
