Quando tento, sudo apt-get install mysql-server
continuo recebendo o seguinte erro:

e não tenho ideia de como lidar com isso
Quando tento instalar o mysql-community-server recebo:

A resposta está nos comentários, mas acho que vale a pena postar lá.
Eu baixei mysql-apt-config_0.7.2-1_all.deb (repositório MySQL APT - dev.mysql.com/downloads/repo/apt) de dev.mysql.com e durante a configuração escolhi Ubuntu Wily já que 16.04 não estava no lista. E esse era o problema, o Xenial já possui o MySQL 5.7 em seus repositórios oficiais.
Eu consertei executando sudo apt-get purge mysql-apt-config
e então sudo apt install mysql-server
.

Eu tive o mesmo problema e nada funcionou para mim, a maneira mais fácil e rápida para mim foi apagar o MySQL do sistema com estes comandos:
sudo apt-get purge mysql-server mysql-client mysql-common mysql-server-core-* mysql-client-core-*
sudo rm -rf /etc/mysql /var/lib/mysql
sudo apt-get autoremove
sudo apt-get autoclean
e instale-o novamente, com:
curl -OL https://dev.mysql.com/get/mysql-apt-config_0.8.12-1_all.deb
sudo dpkg -i mysql-apt-config*
sudo apt update
sudo apt install mysql-server -y
Funcionou para mim, além de ter um problema de compatibilidade por causa do Ubuntu eoan 19.10 não houve mais problemas. Eu postei originalmente isso emaqui, para você tomá-lo como referência. Espero ter conseguido ajudar.
