Pesquisando no Google, esse erro ocorre ao usar versões antigas do Ubuntu, mas eu uso o recém-baixado 16.04.1:

Como consertar isso? Como obter o resultado bem-sucedido do apt-get update
comando e instalar o mingw32 usando repositórios oficiais?

Exclua estas duas linhas (elas estão no final da lista de fontes):
deb http://archive.ubuntu.com/ubuntu saucy universe multiverse

Execute sudo apt-get update
e você não deverá ter nenhum erro.
Sinceramente, não tenho certeza de como você conseguiu um repositório para 13.10 em uma máquina 16.04 recém-instalada, mas isso vai acabar com ele.
No entanto, sua principal preocupação é que mingw32
não pode ser instalado no Xenial de 64 bits. Sua alternativa para 64 bits mingw-w64
pode ser instalada em seu lugar. Ambos fornecem as mesmas bibliotecas voltadas para o Windows. Execute o seguinte comando para instalar:
sudo apt-get install mingw-w64
