Estou tentando me conectar ao meu servidor FTP, mas estou recebendo

Não entendo qual é o problema em termos de estabelecer uma conexão entre meu cliente FTP (Filezilla) e meu servidor.
Tudo isso contrasta com quando eu desliguei vsftpd:
Status: Connecting to 127.0.0.1:21...
Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server".
Error: Could not connect to server
Status: Waiting to retry...

Porque o Error: Failed to retrieve directory listing?

PS: Estou me conectando 127.0.0.1porque (provavelmente) tenho o mesmo problema no meu telefone Android e decidi experimentar o Filezilla para começar a investigar o problema.
