Placa multi-nic alterna portas na reinicialização

Eu tenho uma NIC Intel de 2 portas na minha máquina Ubuntu 18, junto com uma NIC na placa-mãe que não uso. Originalmente, eu queria configurar duas NICs com IPs diferentes, mas falhou e agora tenho 2 IPs na mesma porta NIC, mas em duas interfaces (eth0 e p4p1). Muitas vezes, quando eu reinicio a máquina, o Ubuntu muda para outra porta Ethernet na NIC (desconectada) e não consigo descobrir onde errei na minha configuração. Alguém viu isso e corrigiu? Por fim, gostaria de separar os dois IPs e ter cada um em sua própria porta Ethernet. Simplesmente não consigo descobrir como atribuir a interface do software à porta do hardware.
