Это значит, что вам нужно установить локаль.
sudo locale-gen en_IN en_IN.UTF-8
sudo dpkg-reconfigure locales

Чтобы решить проблему DKMS (предупреждение: это приведет к удалению конфигурации вашего hspa-модема):
sudo apt-get purge hspa-modem-dkms
sudo apt-get install hspa-modem-dkms
