У меня была точка доступа WiFi 5 ГГц, работающая под управлением Ubuntu 20.04 и hostapd (серверная версия Ubuntu – без графического интерфейса).
После обновления до Ubuntu 22.04 точка доступа больше не работала. Вывод после прочтения большого количества страниц: есть нормативные изменения (зависящие от страны), которые требуют других стандартов 802.11, которые не поддерживаются моим оборудованием.
Это отчетливо видно в последнем предоставленном вами журнале:

Проверка ответа:
Установите 20.00 вместо 22.04 и точка доступа будет работать на частоте 5 ГГц.
Параметры:
- Подделайте код своей страны и попробуйте найти страну, где разрешена точка доступа 5 ГГц.
- Приобретите другое оборудование.
