Оба пакета duplicity и python-gi больше не доступны в репозиториях. Я использую Ubuntu 16.04 LTS. Может кто-нибудь предложить решение? Заранее спасибо.

И duplicity, и python-gi действительно есть в репозиториях 16.04.
Такая ошибка обычно возникает при новой установке, если вы sudo apt updateеще не запускали ее в первый раз, поскольку база данных apt еще пуста.
