Последний способ восстановить Windows называетсяРемонт Установка/Модернизация на месте.
Загрузить ISO-образ 1607, смонтируйте ISO двойным щелчком по ISO. Теперь перейдите к виртуальному DVD-приводу, запустите setup.exeи выберите сохранение всех приложений/настроек
Это восстановит Windows и должно устранить эту проблему.
