Интересный вопрос, я только что попробовал то же самое и наткнулся на ту же ошибку. Я использовал -vvvswitch, чтобы выяснить, что происходит под капотом, и в основном он подключается по ssh к вашему локальному хосту и выполняетscp -v ~/.ssh/id_rsa.pub remoteuser@remoteserver:~/

Однако это должно работать нормально,команда пытается считать пароль из stdin, но без управляющего tty пароль отсутствует, отсюда и сообщения об отказе в доступе.
