Я просто хочу удалить &промежуточные имена авторов и ,вместо этого поставить.

Обратите внимание, что с этим изменением вы потеряете соответствие APA. biblatex-apaреализует правила APA (довольно) строго. Если вам нужно следовать APA, не меняйте ничего (если только вы не считаете, что biblatex-apaэто не соответствует стилю APA, обязательно сообщите об этом автору); если вам это не нужно, во многих случаях лучше использовать стиль, который легче модифицировать (чтобы реализовать правила APA, biblatex-apaтребуется довольно много времени и используется много кода, что иногда затрудняет модификацию — но не в этом случае).

Просто иди с

\AtBeginBibliography{\renewcommand*{\finalnamedelim}{\multinamedelim}}

Нам \AtBeginBibliographyздесь нужно, потому что apa.bbxпереопределяет \finalnamedelimв \AtBeginBibliographyтакже.
