Для отправки в журнал IETE Journal of Research вам нужен только файл .pdf. Таким образом, вы можете использовать стандартный articleкласс. После того, как ваша статья будет принята к публикации, все остальное (требования к стилю) будет выполнено редакцией.
Но если вы хотите использовать LaTeX template, то я отредактировал .clsфайл, чтобы удовлетворить большинство требований стилей IETE journal of Research. Положите IETEJR.clsи template.texв папку и подготовьте свою работу.
