Нет twoside=semiвозможности выбрать статью.

Вы можете эмулировать двустороннюю печать (для чередования заголовков), используя левое и правое поля.

Я также упростил определение для серой полосы под заголовком раздела. Не забудьте установить headheight.

Относительно вашего первого вопроса, определите заголовок как

\titleline{\makebox[0pt][l]{\rule{\headwidth}{1.75em}}}

Тогда серая полоса будет простираться до границы поля. Однако, как вы видите ниже, она сталкивается с комментариями на полях, поэтому, возможно, лучше ограничить полосу текстовой областью или не иметь комментариев на полях.

Что касается вашего второго вопроса, обратите внимание, что файл журнала содержит предупреждение, которое twoside=semiбыло проигнорировано, поскольку для класса статьи такой опции нет. А для односторонних документов есть только нечетные страницы, если говорить о стиле страницы.
