Я пытаюсь сделать двуязычную книгу русско-английскую в среде reledpar/reledmac. Я сталкиваюсь с проблемой, когда названия глав исчезают, начиная со второй главы для русского перевода, тогда как шрифт, используемый для английских глав, меняется.

Также я пытаюсь сделать эпиграфы курсивом, но это не работает. В чем проблема?

Существуют два порядка проблем.
Во-первых, lmodernнесовместим с кириллическими шрифтами, удалите его.
Второе, самое важное: похоже, что изменение языка не отмечено заголовками разделов. Если я использую
\chapter*{\foreignlanguage{russian}{ИСТОРИЯ ПЕРВАЯ}}
и аналогично для \sectionи \subsection, вывод такой же, как и ожидалось, без ошибок.
Вам также следует загрузить T1.
