Мне нужно создать слайд с несколькими таблицами и использовать стрелки для указания элементов внутри этих таблиц.

Однако у меня возникли проблемы с указанием того, где должны появляться таблицы, тексты и стрелки. Как это сделать?

Основная проблема в том, что вы забыли overlayв своем tikzpicture. Однако, это также для того, чтобы сообщить вам, что есть библиотека tikzmark, с помощью которой вы можете создавать узлы таблиц и подузлы элементов.
