Вы можете просто удалить проблемный пакет:
dnf remove -y containers-common-2:1-23.module_el8.7.0+1106+45480ee0.x86_64
А потом:
dnf clean all && dnf check && dnf check-update
С последующим:
dnf update -y && dnf upgrade -y
