sudo add-apt-repository ppa:phablet-team/tools
sudo apt-get update
sudo apt-get upgrade
sudo apt-get dist-upgrade
... и наконецsudo apt-get install ubuntu-device-flash
дает

Добавьте этот ppa:
sudo add-apt-repository ppa:snappy-dev/tools
Обновление (спасибо Хоакину):
sudo apt-get update
Затем попробуйте выполнить установку еще раз:
sudo apt-get install ubuntu-device-flash
