Вы не можете установить fglrxна 14.04.5, так как в нем есть HWE, портированный из 16.04 (подробнее см.Убунту Вики). 14.04.4 тоже подойдет, fglrxможно установить там. Скачать можно сUbuntu старые версии(прокрутите вниз для ubuntu-14.04.4-desktop-amd64.iso). Также вы можетеотключить сообщения HWE EOL(опять же, имейте в виду, что вы не будете получать обновления безопасности).
