Зеркало Ubuntu в Иране со вчерашнего дня недоступно.
Как вы видите, никаких выходных данных нет:
curl -Is http://ir.archive.ubuntu.com/ubuntu | head -n 1
HTTP/1.1 404 Not Found
Таким образом, вы можете изменить свое зеркало на другое (например, на другие страны или на основной сервер)
