Windows 10 在重新啟動/關閉時掛起

我最近開始遇到我的定制系統的問題。每當我嘗試在 Windows 10 中重新啟動/關閉系統時，它就會掛起。除非我使用電源按鈕進行硬關閉，否則它不會完全關閉。我查看了事件檢視器，沒有任何錯誤表明關閉不當，但情況完全相反：

當系統確實需要重新啟動時，我看到鍵盤/滑鼠週邊設備中的 RGB 關閉。但是，如果我嘗試從 Windows 10 中關閉，記憶體模組中的 RGB 仍然始終處於活動狀態。

我嘗試使用 Windows Media Creation Tool 建立的新 ISO 進行重新映像，但這仍然導致相同的問題。我最近添加到系統中的唯一外部設備是 Elgato HD 60S 和 Oculus Rift S。我的系統規格如下：
