snap-storeを除くすべてのsnapパッケージをコマンドラインからインストールできます。snap-storeはconfigureフックタスクに失敗するためです。
sudo snap install snap-store

さまざまな方法でストアをインストールしようとしましたが、すべて同じ方法で失敗します
sudo snap install snap-store --candidate
sudo snap install snap-store --beta
snap install snap-store --ignore-running --ignore-validation --no-wait
そしてスナップ環境の再インストールも試してみました
sudo apt purge snapd
sudo apt install -y snapd
sudo snap install snap-store

snapdデバッグを有効にしました。snap-storeをインストールしようとしたときのログ出力は次のとおりです。
