@legislation質問のエントリには、出力に表示されないフィールドがあります。authorただし、biblatex-apa名前で並べ替えるため、authorフィールドは並べ替えに使用されます。
より期待される出力を得るには、フィールドを削除しますauthor。ソースでこれらのフィールドを削除できない場合は、ソースマップを使用します。
