Bueno, tu principal problema aquí es que estás utilizando un entorno tableque hace que tu mesa flote.

Consulte el siguiente MWE donde comenté el entorno tablepara la primera tabla. Vea también que eliminé muchos paquetes no relacionados con este problema y eliminé comandos doblemente usados... Por favor, vea que agregué una opción showframeal paquete geometrypara visualizar el área de escritura usada y los márgenes...

Como puede ver, la tabla 1 ahora se encuentra debajo del título de la sección y la tabla 2 en la página siguiente...

Si no desea agregar un título de tabla a sus tabulares, puede omitir completamente el entorno table... Si tiene tablas más largas, debe usarlas longtablepara que las tablas puedan abarcar más de una página...
