Onde devo instalar um novo formato (arquivo .fmt) para o TeX?

Eu tenho a versão web2c do TeX instalada manualmente a partir de pacotes texlive. Estou usando Linux. O formato é instalado para meu usuário e funciona se eu colocar o arquivo .fmt em ~/.texlive2014/texmf-var/web2c/tex/. Mas quero instalar o formato para todos os usuários.

Tentei instalar o arquivo em /opt/texmf-local/web2c/tex/, /opt/texlive/2014/texmf-dist/web2c/tex/ e /opt/texlive/texmf-var/web2c/tex/, mas isso não funciona. TeX reclama “Não consigo encontrar o arquivo formatado”.

Também tentei usar "fmtutil-sys --all", mas não resolveu o problema.
