O problema que você tem é que o segundo título/resumo é colocado em a \parboxe \parboxnão pode ser dividido em várias páginas. Como resultado, todo o segundo título/resumo é movido para a segunda página, porque não cabe na primeira página. Portanto, a solução é não usar a \parbox.
Você pode usar {\setlength\parindent{0pt} ... }para definir localmente \parindentou adicionar \noindentno início dos parágrafos para desativar o recuo. No LyX, você pode alternativamente clicar com o botão direito em um parágrafo e usar as configurações do Parágrafo.
No código abaixo reduzi o código ao mínimo, o que facilita o acompanhamento do que acontece.
