O \spycomando é adiado até o final do escopo atual (o tikzpictureno seu caso), pois precisa conhecer o quadro completo.

Ao colocar a imagem em um scopeambiente e adicionar os comandos para escrever na parte ampliada depois dela, esta ficará visível.

Substituir

com

e no final substitua
