como gerar tabelas longas com tabularray?

estou tentando gerar uma tabela não convencional como a abaixo

a tabela gerada não é longa o suficiente ou está deslocada para o final da página, de forma a incluir o número da página dentro dela. algum truque para resolver isso?

• Com o MWE fornecido, sua tabela pode caber perfeitamente em uma página.
• Sua tabela pode ser transformada em tabela longa pelas seguintes alterações em seu MWE:
  • remover tableambiente
  • em vez de tblrusarlongtblr
  • Como longtblrinsere automaticamente captiono rótulo antes da tabela (onde não deveria estar, já que a legenda é movida para a primeira linha da tabela), na frente da tabela deve ser inserido:
