Para colocar a legenda no canto superior esquerdo do seu gráfico, você deve remover legend columns = -1da lista de opções o axisambiente para que as três entradas da legenda sejam impressas uma abaixo da outra. Você pode posicionar a legenda usando at = {(0,1)}, anchor = north west. Finalmente, eu usaria legend cell align = leftpara alinhar as entradas da legenda à esquerda.
Além disso, você poderia talvez limpar algumas opções e estilos que você aplica ou define, já que nem todos são realmente necessários aqui:
