Estou tentando instalar o apache2-bin porque não consigo reiniciar o apache2 devido a uma configuração ausente ou quebrada. E meu site está fora do ar ou não redireciona corretamente sem o Apache2 em execução. Então o que tenho é esse erro ocorrendo quando tento instalar:

Esse problema foi resolvido usando a seguinte resposta:
Primeiro:
sudo apt-get --purge remove apache2
sudo apt-get autoremove
Então instalar o apache2 é tão simples quanto:
sudo apt-get install apache2
sudo /etc/init.d/apache2 restart
Para testar:
lince "http://localhost"
